Planning Inspectorate upholds New Forest NPA’s refusal for outbuilding works in Winsor
A COMMONER’S plan to demolish and rebuild a dilapidated shed on land in Winsor has been rejected for a second time at appeal.
The resident had applied to the national park authority for permission to replace the outbuilding in the grounds of Sydney Cottage in Winsor Road last year, but the proposal was refused.
The applicant lodged an appeal against that decision with the Planning Inspectorate, but this has now also been rejected.
In a report, the inspector noted the proposed outbuilding, which has no stated use, would have had a “greater eaves height and a slightly wider” front elevation but would not harm the area’s character or appearance.
But the inspector rejected the appeal and upheld the NPA’s view that constructing a new outbuilding would constitute development in the countryside outside of the defined boundaries of the authority’s Local Plan.
The inspector also wrote it had been put to them that “repairs” could be made to the structure without planning permission.
