Letter: What are the rights of travellers?

SIR – An article headed "Officers must not be 'heavy-handed' with travellers', says PCC" (A&T, 2nd September) reported the police and crime commissioner making a statement which included the words "but under the Human Rights Act these communities do have rights and we've got to be mindful of that".
What I would like to be told by the PCC is quite specifically what are those rights that they have, so that we can understand why they are allowed to carry out acts – which the normal resident of New Milton would consider law breaking – without any offence being reported (ref your small article in an early July issue of the A&T).
